According to the Rudra Samhita, when the Asuras (demons) defeated the Devas (celestial beings), they sought refuge in the hermitage of sage Kashyap. Out of compassion, the sage performed rigorous penance and prayed to Lord Shiva in Kashi (Banaras).

Pleased, Lord Shiva assured him of protection and bestowed upon him eleven Rudras as his offspring through Surabhi. These eleven Rudras defeated the demons and provided complete safeguarding to the Devas
